VSelect v1.3.10.0 released

VSelect lives again :P

I've released a new build to fix an incompatibility with certain characters that meant VSelect would fail to start. In addition I've added basic compatibility with Ikemen Go - this new version should detect Ikemen's config file and open its select screen for editing, same as Mugen. I haven't added support yet for any Ikemen-specific features.
